In 1985, the state of Connecticut created a new part of their legislative branch solely devoted to developing and advocating for public policies that supported the interests of children and youth—The Connecticut Commission on Children (COC). In this essay, Elaine Zimmerman, the current executive director of the COC, discusses the transformation of policy and programming within the state since the Commission’s inception, as well as recommends it’s replication on a national scale.
