This article discusses the need for a broad, coordinated strategic plan for our nation’s children and youth on the federal, state, and local levels. Elizabeth Gaines and Thaddeus Ferber, both of the Forum for Youth Investment, detail how a lack of coordination within our nation’s child and youth welfare programs effects government and communities. The program coordination within Northern Ireland, as well as Ohio and Massachusetts, are used as case studies to suggest potential remedies.
