Casey Family Programs Announces New White Paper Series to Improve Child Welfare

By Shadi Houshyar

June 22, 2010

Casey Family Programs recently released two white papers on improving the child welfare system. These policy briefs highlight the need to reauthorize and expand Title IV-E waivers, as well as the need for comprehensive federal finance reform.

  • The Need for Federal Finance Reform analyzes how child welfare funding structures can align with the federal policy goal of providing safe, nurturing and permanent families for all children.
  • The Need to Reauthorize and Expand Title IV-E Waivers examines how IV-E waivers have positively impacted the child welfare system in five states. The white paper reviews how IV-E waivers have enabled states to achieve foster care caseload reductions and reinvest the IV-E foster care savings in prevention, family support and permanency services.
