Despite the enormous success of programs such as the Children’s Health Insurance Program (CHIP), nearly two-thirds of uninsured children – 6 million – are eligible for coverage under CHIP or Medicaid but remain unenrolled. First Focus supports providing states with the resources and tools to improve enrollment processes by eliminating bureaucratic red tape and establishing a streamlined "Express Lane" enrollment option. Express Lane improves the enrollment of uninsured kids by targeting children who are already enrolled in public programs which have similar eligibility requirements, like Food Stamps, school lunch and WIC. Approximately 70 percent of all the children who are eligible but unenrolled in SCHIP or Medicaid participate in another federal means-tested program.
